Socioeconomic Potential of Land Administration Services - WPLA Workshop

The aim of the workshop was to investigate the socioeconomic
potential of land administration services and to share experiences
and present new and alternate use of open and interoperable property
data. The WPLA workshop was successfully hosted by the United
Nations Economic Commission for Europe (UNECE) and the Danish
Geodata Agency.

Socioeconomic Potential of Land Administration Services
WPLA Workshop 21 - 23 May 2014 Copenhagen, Denmark
The workshop was hosted by the United Nations Economic Commission for Europe
(UNECE) and the Danish Geodata Agency. Its aim was to investigate the
socioeconomic potential of land administration services and to share
experiences and present new and alternate use of open and interoperable
property data. Especially Danish case stories on plans and experiences were
presented together with other initiatives to increase access to data. The
workshop also examined the socioeconomic effects of well functioning land
registration services and the effects of effective land administration
services building on open and standardized property data. Key note speaker
Jens Krieger Røyen, the Danish Basic Data Program noted that Denmark
is right now in the middle of the open data program and that it has been
“bigger than we though it would be and more complex both in regulation and
in practice. It is complicated but definitely worthwhile”. One of the main
question is “what data is good enough – and what is it going to be used
for”.
Nearly 100 participants were gathered to the workshop that was held in
Copenhagen, Denmark. FIG was represented by FIG President CheeHai Teo
and FIG Manager Louise Friis-Hansen. Furthermore, FIG Vice President
Chryssy Potsiou participated as the Greek member, and she is
furthermore member of the Working Party Bureau.
FIG President CheeHai Teo gave a presentation under the headline
“Socioeconomic Impacts of Interoperable Land Administration Systems” on
“Modernising Land Agencies Budgetary Approach (CoFLAS): Costing and
Financing of Land Administration Services in Developing Countries” that
UN-Habitat/GLTN is developing in cooperation with FIG. The background for
CoFLAS is to develop a useful and practical methodology (tool) whereby the
costing and financing of land administration services in developing
countries can be reformed and modernized with a view to enabling the
agencies provide cost effective, efficient, sustainable and affordable
services.
