FIG submitted in 2008 a proposal to develop an International
Standard concerning the Land Administration Domain to the Technical
Committee 211 on Geographic Information of the International
Organisation for Standardisation (ISO/TC211). There was a positive
vote on the draft at ISO TC 211 plenary meeting in Quebec City in
November 2009 on forwarding the ISO 19152 Land Administration Domain
Model as a Draft International Standard (DIS). An Editing Committee
is working now on the DIS, which is expected to be available in
March 2010. The final International Standard is expected in 2011.

Dr. Chryssy Potsiou attended the 2nd
Turkish GIS Congress "GIS 2009" organized by the
Turkish Chamber of Engineers and Architects (TMMOB). The
theme of the congress was “NSDI and working cooperatively
for a livable future”. One of the main goals was to
identify the issues of “real world GIS applications” and
specifically the problems caused by the lack of
interoperability among different parties. The panels and the
final NSDI forum showed among other things that
interoperability is largely lacking in the country. There is
an urgent need to initiate an NSDI of Turkey.

FIG President Stig Enemark attended
the Global Land Tool Network (GLTN) Partners’ Meeting held
4-5 November 2009 at the UN-HABITAT Headquarters in Nairobi,
followed by a meeting at the GLTN International Advisory
Board (IAB) held 6 November 2009. The Partners´ Meeting was
structured around the theme: “Enriching Partnerships and
Increasing Activities for Land Reform” and attracted around
60 partner organisations. The key issues of the IAB meeting
included a comprehensive evaluation the overall GLTN
activities in 2009 as well as discussions on the future
strategies.

President Stig Enemark was invited by the Nigerian
Institution of Surveyors (NIS) to give the 27th Olumide
Memorial Public Lecture in Abuja, 29 October 2009. The visit
was hosted by Dr. Atilola Olusola, President of the
Nigerian Institution of Surveyors (NIS). President Enemark
presented a lecture on the theme: “Land Governance:
Supporting the Global Agenda and Serving Society”. The
lecture looked at the linkage between land governance, land
reform, and climate change adaptation.

Commission Chairs and Chairs Elect in Hanoi. |
The FIG Council and Commission Officers had
their administrative meetings during the 7th FIG Regional
Conference. At the ACCO meetings on 17th and 18th October
the focus was in commission co-operation issues. Commission
chairs used lot of time for planning the technical programme
for FIG Congress in Sydney in April 2010. Almost 800 papers
including 120 papers for peer review offer an opportunity to
create the biggest and high profile programme ever at an FIG
Congress. The draft programme will be published in late
November 2009. Commission Chairs Elect started preparations
for the draft work plans so that they have material to
discuss with their national delegates in Sydney.

“Accelerating the Development of
Cadastral Spatial Data Infrastructures Towards Sustainable
Good Land Governance”, was the theme of the South Luzon
Area Assembly of the Geodetic Engineers of the Philippines
Inc., held on 6 & 7 November 2009, Quezon City, The
Philippines.
FIG Vice President, CheeHai TEO attended the recently
concluded South Luzon Area Assembly and he warmly received.
FIG has accepted the invitation, though on a short notice,
to enhance its engagement with its member associations. The
Geodetic Engineers of the Philippines Inc (GEP) is
Philippines’ sole member association in FIG. The event had a
record attendance of about 500 people, more than doubling
previous averages, so said a number of the participants.
FIG Vice President delivered a keynote presentation entitled
“Keeping Pace with the Times”.

President Stig Enemark attended and gave a
keynote at the Eighteenth United Nations Cartographic
Conference for Asia & the Pacific (UNRCC-AP) held in
Bangkok 26-29 October 2009. The conference is convened every
three years since 1955. The overall theme was “Spatial
Enablement and the Response to Climate Change and the
Millennium Development Goals”. The conference was
organized by the UN Statistics Division in Bangkok at the
Economic and Social Commission for Asia and the Pacific
(ESCAP) and headed be Mr. Paul Cheung, Director of
the United Nations Statistical Division (UNSD). The
conference provided a regional forum for approximately 200
participants (mostly heads of mapping agencies and land
surveys and experts from Asia and the Pacific and other
regions). The conference provides a unique platform for
discussion and understanding of the regional needs, and for
networking with national agencies and other NGO´s.

One-day Open Symposium in Kuala Lumpur, Malaysia. |
This year's FIG Commission 7
Annual Meeting was held in Kuala Lumpur, Malaysia just
before the Regional Conference. More than 40 delegates from
22 countries participated the meeting. At the meeting
András Osskó, Chair of the Commission, and Commission 7
working group chairs gave reports on the Commission 7
activities. The One-day Open Symposium on „Progressing
Towards ubiquitous Cadastre” was a successful event:
Besides of international delegates more than 200
professionals attended from Malaysia and neighbouring
countries.

President Stig Enemark attended the First
Conference of the Federation of French-speaking Surveyors
(Fédération des Géomètres Francophones) - FGF in Prague,
Czech Republic 8-9 October 2009. Representatives from ten
countries discussed land problems in the attending
countries, particularly in Africa, as well as problems
related to the organization of the surveying profession
(géomètre-expert). At the meeting President Alain Gaudet
left his presidency and François Mazuyer,
First Vice President of OGE, France was elected as the new
President. Aziz Hilali from ONIGT, Morocco continues
as the Vice President and Francis Gäbele from Belgium
was appointed as FIG liaison person. It was agreed that FIG
and FGF will organise some joint session in French during
the FIG Congress in Sydney in April 2010.

FIG President Stig Enemark attended the Annual
Conference “Areal og Ejendom” (Land and Property
2009) in Son in Akershus, Norway 24-25 September 2009. This
conference was at the same time the General Assembly of NJKF
(profession group in TEKNA), which is the FIG member in
Norway (together with GeoForum Norway they form the FIG
Norway). About 100 participants attended the conference.

INTERGEO 2009 exceeded the expectations of
the organisers attracting over 16,000 visitors including a
rise in the proportion of international visitors to a total
of 22 per cent, and 1,450 congress participants. The
congress and the trade fair did far more than the
expectations of DVW. According to comments from the
exhibitors the sales and business contacts were in increase
compared to last year’s show.

The International Association of Geodesy
(IAG) organised the “Geodesy for Planet Earth”
conference in Buenos Aires, Argentina at the end of August.
FIG was invited and represented by Mikael Lilje,
Chair Elect of Commission 5 (Sweden) and Rob Sarib,
Vice Chair of Administration (Australia). This scientific
symposium is a biannual IAG event and attracted
approximately 500 delegates from 65 different countries.
There were 500 technical / scientific papers submitted and
280 of them were delivered as oral presentations. The
technical program was run in two parallel sessions with
numerous business meetings held in the evenings outside the
ordinary technical program.

FIG Commission 7 One-day International Symposium
“Progressing Towards u-Cadastre” - 15 October 2009, Kuala Lumpur,
Malaysia
“Progressing Towards u-Cadastre”, is the
theme of the 2009 edition of One-day International Open Symposium
for the International Federation of Surveyors Commission 7 (Cadastre
and Land Management). It will, as always, a key event during this
year’s Commission 7 weeklong Annual Meeting. Many countries and
jurisdictions have already in place or implementing e-Cadastre.
Ensuring efficient and effective delivery of services and benefits
require that progress be continual and “u-Cadastre”, the ’u’
for “ubiquitous”; meaning existing or being everywhere at the
same time; constantly encountered; is the next horizon.

Report on the Fourth Meeting of the International
Committee on Global Navigation Satellite Systems (ICG) 14 - 18
September 2009, St Petersburg, Russian Federation
Vice President Matt Higgins attended The
International Committee on Global Navigation Satellite Systems
(ICG), meeting in St Petersburg. The ICG has been formed as a result
of recommendations of the UN Committee on the Peaceful Use of
Outer Space (COPUOS), as ratified by the General Assembly of the
UN. The meeting resulted in a Joint Statement.

construction economics and management. To follow up
Commission 10 agenda FIG attended the 13th Annual Congress
of the Pacific Association of Quantity Surveyors (PAQS) in
Kuala Lumpur 17-18 August 2009. The meeting was attended by
Mr. Andrew Morley, Chair of FIG Commission 10 and Mr.
CheeHai Teo, Vice President. Over 450 delegates
attended the Congress.

The FIG Foundation that is an independent body within
the FIG family which raises and disburses funds for the
development of the surveying profession and surveyors has
announced the FIG Foundation Fellowship and Awards for the
FIG Congress 2010. |
The FIG Foundation has decided to make a number of awards in
connection with the 2010 FIG Congress in Sydney, Australia. The
flagship award will be the 2010 FIG Foundation Fellowship
which will provide full funding for the Fellow to travel to and
attend the Congress. In addition, the Foundation will award up to
six grants which will provide €500 funding and complimentary
registration each towards the grantees attending the Congress.

President Stig Enemark attended the GSDI-11 World
Conference entitled “Spatial Data Convergence: Building
SDI Bridges to address Global Challenges”, Rotterdam,
The Netherlands, 15-29 June 2009. The GSDI-11 conference was
very well attended by about 600 participants from all
regions of the world. It included about 30 workshops, 9
plenary sessions and 70 technical sessions with about 350

The Forum was organised by the UN sponsored
Permanent Committee on GIS Infrastructure (PCGIAP) together
with Islamic Republic of Iran’s Deeds and Properties
Registration Organization, FIG, GSDI and the Centre for
Spatial Data Infrastructures and Land Administration,
University of Melbourne. The aim was to discuss to discuss
land administration issues and the role of cadastre to
support e-government in the Asia and Pacific region. The
Seminar was Chaired by Prof Ian Williamson and
co-chaired by Associate Professor Abbas Rajabifard.
Over 410 people from 15 countries and 4 international
organisations attended the forum.

The FIG Working Week 2009 took place in Eilat, Israel from
3rd to 8th of May 2009. The theme of this year’s conference
was “Surveyors’ Key Role in Accelerated Development”
which is a hot topic worldwide but especially in Israel that
is one of the most densely populated countries in the world.
The conference gathered more than 500 delegates – with
exhibitors and accompanying persons about 650 participants
from 65 countries to Eilat, the southernmost edge of Israel
at the Red Sea. Among participants 60 students and more than
50 accompanying persons. The technical programme included
almost 250 presentations in about 60 technical sessions and
workshops. The conference was hosted jointly by the
Association of Licensed Surveyors in Israel, ALSI and FIG in
co-operation with the Survey of Israel.

President Stig Enemark attended Geo-Siberia
2009, the Fifth International Exhibition and Scientific
Congress, Novosibirsk, 20-24 April 2009 – invited by
Alexander Karpik, Rector of the Siberian State Academy
of Geodesy being the organiser of the conference. The
Geo-Siberia 2009 attracted about 1,500 participants from
about 130 organisations and companies and from 15 foreign
countries.

the 22nd session of the UN-HABITAT Governing Council Meeting
in Nairobi 30 March - 3 April 2009 and the meeting of the
International Advisory Board the Global Land Tool Network
(GLTN) 4 April 2009 at the UN-HABITAT Headquarters in
Nairobi, Kenya. Following the Governing Council meeting
President Enemark also attended the meeting of the GLTN
International Advisory Board (IAB), where FIG represents the
international professional bodies.

Disaster Management -
Call for abstracts
The Joint Board of Geospatial Information Societies (JB-GIS,
http://www.fig.net/jbgis/)
and UN-SPIDER jointly invite you to contribute to a “Best
Practices Booklet on Geo-information for Risk and Disaster
Management” that will create a decision support forum based on
the knowledge and experience of experts, and outline the potential
uses of the Geo-Information Technologies to governmental,
institutional and operative decision makers. The Booklet is intended
to cover all regions of the world and all phases of the disaster
management cycle. The abstracts should not exceed 400 words and
should outline a successful application, including data acquisition,
information extraction and dissemination, and a clear statement of
the benefits and further potential of the practice described as
compared to classical methods. The deadline for submitting the
abstracts has passed 30 April 2009 and the deadline for submission
of the selected full papers is 30 September 2009. Publication
and worldwide announcement of the “Best Practices Booklet” is
planned for 2 July 2010 in Vienna at UN-SPIDER. Please submit the

The FIG - WB Conference "Land Governance in Support
of the Millennium Development Goals: Responding to New
Challenges" took place at the World Bank Headquarters in
Washington DC, 9-10 March 2009. The conference was organised
by the International Federation of Surveyors and the World
Bank. The general aim was to emphasise the important role of
Land Governance in implementing the Millennium Development
Goals (MDGs) and to show how FIG and the WB work in parallel
in this regard.
The Conference was attended by about 200 invited
international experts representing governments, UN agencies,
development agencies, professionals, academia and private
sector.

The FIG Foundation received 15 applications for grants and
fellowships for 2009. The Board of Directors decided to give a grant
to William Kalande from Kenya for his project "Development
of a Cadastral Land Dispute Classification System Using Geographical
Data Modeling". In addition two scholarships were given to
authors from developing countries to present their peer review paper
at the FIG Working Week 2009 in Eilat, Israel in May 2009. These
scholarships were available for the first time in 2009. The FIG
Foundation decided further to support the International Geodetic
Students Meeting in Zürich, Switzerland. Next time the grants will
be available for 2010, deadline for applications in late 2009.

FIG Commission 2 and the Austrian Society for Surveying
and Geoinformation organised a workshop in Vienna. Main
topics of this workshop were the "Recruitment of Students"
and the "Marketing of Professional Surveying Education". 74
participants from 20 countries attended.

President Stig Enemark visited Nepal
Survey Department and the Land Management Training Centre,
Ministry of Land Reform and Management 14-18 February 2009.
The visit included a general introduction to the activities
of the Department and the overall approach and problems
related to surveying and land management in Nepal following
the recent change of status from a monarchy to federal
republic.

President Stig Enemark visited the Map World Forum
Conference as invited keynote speaker for the seminar on
Land Administration in Hyderabad, India, 10-12 February
2009. During the conference President Enemark had the
opportunity to discuss with key players in the surveying
field in India, in order to invite the Institution of
Surveyors, India to become a member of FIG and thereby join
the international surveying community. The response to this
was very positive and promising.

Integration and Provision of Environmental Improvements in
Informal Settlements in Europe - Case Study: Albania and
Greece” took place in Athens, 27-28 November 2008, at
the headquarters of the Technical Chamber of Greece in
Athens. The meeting was part of the Global Land Tool Network
activities.

The FIG Council had a two-day meeting at the
FIG Office in Copenhagen, 6-7 February 2009. This was the
first meeting for the new Vice Presidents
Teo CheeHai and Iain Greenway, whose four-year
term of office started in January. The Council used the
meeting to discuss all issues related to the FIG General
Assembly to be held in Eilat, Israel during the FIG Working
Week, 3-8 May 2009. Other issues included future FIG events
and other activities that the Council will implement during
its remaining term of office 2009-2010. A special focus was
given to discussion on FIG finance issues and also in
development of the FIG administration.

The 2009 Workshop and Annual Meeting of FIG Commission 3
on “Spatial Information for Management of Sustainable
Urban Areas” took place in Mainz, Germany, from 2nd to
4th February 2009. The technical program included the
opening session, 9 technical sessions, and the closing
session; in total 55 papers were presented. In total 73
participants had registered to the workshop coming from 24
countries.

FIG Director visited Israel 5-9 January 2009 to prepare the
FIG Working Week 2009 and to meet with the representatives
of the Associations of Licensed Surveyors in Israel, ALSI,
and Survey of Israel to settle the remaining open issues
related to the conference. The FIG Working Week 2009 will be
held at Dan Eilat Hotel and Herods Hotel in Eilat at the on
the southernmost edge of Israel from 3rd to 8th May 2009.

Business Plan
(2009-2014) for the Kosovo Cadastral Agency and Cadastral
Sector in Kosovo
Kosovo has got its Business
Plan for 2009-2014 which provides concrete actions for
development of the Kosovo Cadastre Agency and the cadastre
sector in Kosovo. The preparation of the Business Plan is
financed by the Governments of Norway and Switzerland, the World
Bank and GTZ / Germany. The Business Plan will be submitted to
the Government for approval. The success of the land
administration reform will depend on donor coordination and
their timely coordinated decisions regarding funding of the
