QUALITY MANAGEMENT OF INSTRUMENT CERTIFICATION IN THE CZECH REPUBLIC

Abstract

In 1993 the Czech Republic (CR) accepted the obligation to harmonize Technical Standards by signing the agreement with the European Union (EU). Then, at the beginning of 1995, the CR became one of the associated countries to the EU.

According to the article 75 of this agreement the CR has to reach a full agreement with technical standards of the EU and with the European procedures of conformity comparison.

Management and coordination of the Technical Harmonization Process is ensured by the Czech Office for Standardization, Metrology and Testing.

Legal Metrology is ensured by the Czech Metrology Institute, which guarantees the primary etalons.

The Research Institute of Geodesy, Topography and Cartography (VUGTK) ensures secondary etalons for all surveying instruments through the Accredited Calibration Laboratory of its Authorized Metrology Center according to the EN 45 000 series. The activities are focused on verification of determined measuring devices, calibration of etalons and measuring devices non-determined.

The actual calibration activities consist in elaborating technological procedures, linking-up of length and angles etalons to the primary etalons determining the relevant uncertainties. Similar activities are presently under way in order to establish etalons of gravity and positioning.

Hitherto activities resulted in membership of VUGTK in the EUROMET which is an Association of European Collaboration in Measurement Standards.
